Pull-based approaches focus on value first and use FLOW or ITERATIVE approaches. Push-based approaches focus on pushing tasks through a traditional project management based approach.

Two different assumptions about how change should work.
Lean Change
Change is a delicate dance between push and pull. Push too much, you alienate people. Pull too much, and nothing could happen. The trick is finding when to use which approach.
Traditional Change Management
Change follows the schedule set by the project manager. If change isn't happening, we need to invoke our resistance mitigation plan.
Have you ever danced a Salsa with a partner? It's a delicate exercise of push and pull. You and your partner learn to communicate with subtle push and pull actions.
Too much push, and your equilibrium and timing is thrown off. Too much pull, and your dance will look like the lead is tossing around a mannequin.
