Two different assumptions about how change should work.
Lean Change
YAGNI. Ya Ain't Gunna Need It! This is a common mantra for agile teams. Don't spend too much time planning future activities out in detail as they might not be needed once the current set of Experiments are done.
Traditional Change Management
Stakeholders need a detailed view of all activities for the duration of the project so resources can be allocated accordingly.
