Change only works when standards are applied. Governance, baselines and documentation are necessary.

After coalescence, the need for structure and certainty can lead to bureaucratization. This means that the approach for the change has been institutionalized and is about to head into decline.

Let’s use an agile transformation as an example. Suppose 10 teams are using 10 different processes for managing their work. That will look chaotic to people outside the team and a need for more structure will start to emerge during coalescence.
